Our Team
ArcSine employs a staff of 25 engineering professionals, 3 of whom are registered professional engineers. Registrations include mechanical, electrical, control systems, and chemical engineering. ArcSine staff hold professional registrations in California, Oregon, Washington, Idaho, Nevada, Utah, and Arizona; with National registrations available to cover work elsewhere.
Our staff is well known for our considerable hands-on experience and practical approaches. These attributes contribute to our can-do persona during design and construction.

» Doug McHaney, Professional Engineer/Principal
Manages the firm and designs power distribution systems, instrumentation and controls, and Supervisory Control and Data Acquisition. Worked for ArcSine in 1982 and returned in 1988. Worked for Varian Associates for 4 years, then as an independent consultant in marketing, design, and field service for computer-controlled products. Received an electrical engineering degree from the University of California, Davis, and an MBA from the University of California, Berkeley. Registered in California, Oregon, Washington, Arizona, Nevada, and Idaho as a professional electrical engineer.
» John Salas, Professional Engineer
Supervises and reviews projects. Designs power distribution systems, instrumentation and control systems, and feedback control systems. Before founding ArcSine Engineering in 1978, was electrical department manager for 5 years at CH2M HILL; for 11 years was electrical project engineer for NASA-Ames Research Center; and began his career with Westinghouse Electric Corporation as a field engineer.
Received an electrical engineering degree from the University of California, Berkeley, and completed post-graduate courses at the University of Santa Clara, California. Registered in California as professional electrical engineer and control system engineer.
» Ed Phillips, Project Manager/Senior Designer
Responsibilities include design and project management for projects that include mechanical, electrical, plumbing, instrumentation, and process control descriptions. Project experience includes commercial, multifamily housing projects, parks and recreation, historical, educational, surgical centers, and water and wastewater treatment facilities for municipalities, cities, counties, and private owners. He joined ArcSine Engineering in August 1989, and has an Associate Specialized degree in electro/mechanical CAD drafting from Bay Valley Technical Institute in Santa Clara, California.
» Brian Reid, Project Manager/Senior Designer
Brian Reid joined ArcSine Engineering in 2000. Brian serves as Municipal Projects Manager performing project management, as well as design of: power distribution; instrumentation and controls; Supervisory Control and Data Acquisition (SCADA); communications/telemetry; lighting; and building automation, for projects throughout the West Coast. Brian also performs planning; startup testing/commissioning; electrical calculations including short circuit studies, protective device coordination, and arc flash hazard analysis; project estimating; and fieldwork.
» Steve Stewart, Project Manager/Senior Programmer
Manages ArcSine’s programming department consisting of four full-time programmers and a staff of quality assurance technicians. Provides software and network development services for municipal, industrial, and research facilities. Steve has over 30 years of experience with automatic controls and instrument systems; he has extensive experience with water/wastewater, industrial process and aerospace, and research and control systems, and he has created complete custom asset management software. Steve’s education includes Engineering and Management coursework at Chabot College in Hayward, California, Santa Clara University and San Jose State University. Joined ArcSine in 2005.
» John Keller, Professional Engineer
Performs mechanical engineering design calculations, equipment selection, ductwork and piping design, writing specifications, coordination with other trades, preparation of bid documents, and construction administration. Projects include residential, educational, medical, commercial, office, industrial, and public facilities. Received Bachelor of Science Degree, Mechanical Engineering, University of Utah, 1991. Joined ArcSine Engineering in 2010 and works from ArcSine’s Medford, Oregon office. Registered as a professional mechanical engineer in Oregon, California, and Utah.
» Mike Costa, IT Specialist/Programmer
Designs, programs, and tests PLC’s and HMI’s for SCADA systems. Is proficient at structured programming. Is knowledgeable on industry trends and evolving standards (de facto and published) for personal computer devices and network interfaces. Performs detailed design and checking. Several years of college coursework in computers, business math, marketing, and communications. Joined ArcSine in 2007.
» Sonny Bramley, Field Engineer
Performs field investigations, construction/site inspections, and design and installation work. Sonny also provides on-site support and troubleshooting for commercial, industrial, and municipal electrical and control systems. Licensed electrical and general building contractor with over 32 years of experience on systems up to 12kV; 8 of those years was as an owner/operator of Bramley Electric. Extensive master level electrical experience in industrial, commercial, marine, and residential projects. Joined ArcSine in 2013.
» Scott Philben, Chief Financial Officer
Manages Accounting and Secretarial Services Departments. Joined ArcSine in 1999 following 25 years of successful accounting and management assignments, including controller of a $40M advertising and consulting firm. Received a Bachelor of Science degree in Business Administration from the University of Nebraska, Lincoln.
